Ask "Do stakeholders (for example, scientists and technicians) value evidence and professional expertise over group consensus? If yes, to what extent?” or “Do stakeholders (for example, issue advocates and community developers) value group discussion and collaborative decision-making processes with a broad range of input over scientific evidence and expertise? If yes, to what extent?" or "Do stakeholders value both of these levels equally?"
These
questions can help to determine options in a policy development process
where values based on reasoning—consensus and consequence level values—are
the focus of the design.
