"Are any aspects of this problem non-negotiable
in your area of the organization?"

When creating an action plan it is essential to be clear about what is non-negotiable or "off the table" in order to have a realistic starting point for work. Responses to this question also prevent participants wasting time chasing 'red herrings' about items over which they have no control.
